Legislature lacks the power to create a law criminalizing the Governor's veto power

His argument makes sense.  "...   the legislature generally cannot criminalize gubernatorial vetoes, because any such restraint on the governor’s power would be an increase in the legislature’s own power — an increase imposed by a mere statute that cuts back on the constraints on the legislature imposed by the constitution...."  They could not do it even if they intended to.
