When it comes to messaging strike, a "bloody nose" attack is meant to convey seriousness, but it does teh opposite because if you were serious you would use overwhelming force.

Democrats fought the Vietnam war with mainly signaling attack rather than taking decisive action to defeat the enemy. Contrast that with Desert Storm where overwhelming force quickly achieved the objective.
