Why Yassin survives

While Israel recognizes the destruction of Hamas is necessary for there to be peace, it still holds its hand on killing the so called spiritual leader of Hamas.

More than two years ago, a special committee of the secret service, the military and judicial experts, was approved to screen potential targets.

"The committee sifts through intelligence files to determine who is the commander, the dispatcher and the people responsible for terrorist attacks.

"Only after the names are approved by this committee are they handed up to the high brass - the defense minister, the commander of the armed forces and the chief of the security service - for consideration. After they have looked over the names, the case is considered again by the prime minister and his inner Cabinet."
