Apparently, Obama was a source for some of the material in the story assigning himself the role of a brave hero. It is reminiscent of his attempt to pretend that the order to kill Bin Laden was a "gutsy call" in the words of his Vice President.
So story also hints at the sources and methods of US intelligence collection against the Russians which appears to be a much more dangerous revelation than that alleged to have been revealed by Trump on the ISIS laptop bomb. It suggests that the US has a source within the Kremlin who is reporting on Putin's private conversations to order the meddling in the election.
