A new approach would aim to empower the government without telegraphing a withdrawal date for U.S. troops.
One of the real weaknesses in the Obama policy was its artificial deadline for pulling troops out of the country.   You win a war by persuading the enemy that his cause is hopeless.  Pulling troops out before the enemy reaches that conclusion gives him hope that you will just leave.  It is the opposite of a winning strategy.
