Republicans ready to do battle with Obama spending plans

House G.O.P. Sets a New Offensive on Obama Goals

As President Obama prepares to lay out his economic plans on Wednesday, Republicans are proposing the biggest cuts since 1995, delivering blow after blow to programs he will promote as vital.

This is a battle Republicans can win if they go about it right.  Their recent obsession with "regular order" is the key.  If they present legislation in pieces rather than in one big glob it puts more pressure on the Senate and the President if they refuse to go along.  In that case the Democrats have to take responsibility for shutting down the government.  Even the media would have a hard time spinning the problem as one they blame Republicans for.
