Giving government an incentive to restrict traffic flow?

NY Times:

Cashless Tolls Could Pave Way for Congestion Pricing

For the first time, cashless collection technology is being used in New York City. If it proves to be effective, it could swing the debate on congestion pricing in Manhattan.
Why give Bill DeBlazio or anyone else in government an incentive to restrict the flow of traffic so that government can profit from it?  Why reward a city that has failed to take care of the infrastructure it inherited including its crumbling subway system.
