The state wants to save the water that arrives between drought years for farmers without sacrificing the needs of its cities.
They have been pouring water into the ocean during the heart of the drought because Big Green is more concerned about bait fish than people.  Califonia has bogged itself down in over regulation and under performance.  It should have been building dams and reservoirs for decades.

  1. If river water doesn't get poured into the sea we lose our estuaries. The seafood that we eat and the cleansing of the shores. Its not a choice between people and minnows. I is a choice between life and death.
