If Obama gave order to protect our people there should be a paper trail

Bing West says those who turned down the request for help would be disobeying an order from the President, if he actually gave the order.  Congress should be asking for a copy of the order assuming there is one.

There is some evidence that a plane was in position to hit the target designated by the laser device.  Experts think someone must have said no at that point.
