Dodging the question

The reporter ask twice whether there was a decision to deny help to our people under fire in Benghazi.  Obama falls back on an answer about studying what happened, but why does he need a study to answer whether or not he refused to order a rescue operation?  Clearly none was ordered.  He apparently did not want to explain why none was ordered in the face of a direct request.

The CIA's director, David Petraeus says "No one at any level in the CIA told anybody not to help those in need; claims to the contrary are simply inaccurate. ”  The decision not to help came from either the Pentagon or the President or both.
