The problem some Texans have with border fence

AP/Houston Chronicle:
Texans on wrong side of border fence grow anxious
The fence cannot be put right on the river in some areas because it would be in the flood plane.  The fence is behind the levy in some areas.  Texans working and living between the fence and the river are isolated and must use secret codes to get out.  they fear they will become victims of the cartel whose people would have no compunction about kidnapping and coercing their way through.

Further up river where ranchers depend on the Rio Grande for water for cattle, the fence would be even more impractical.  Rick Perry needed to do a better job of explaining these problems when he was attacked in teh debates.
