Poor shots?

AP/Washington Post:

Troops fired into tens of thousands of rioting Somalis on Monday, killing two people in the latest eruption of violence over soaring food prices around the world.

Wielding thick sticks and hurling stones that smashed the windshields of several cars and buses, the rioters jammed the narrow streets of the Somali capital, screaming, "Down with those suffocating us!"

As puns go, I admit the headline is a groaner, but I am really making fun of the AP story. Do they really mean to suggest that troops fired shots into a crowd of thousands of protesters and managed to hit only two? Isn't it more likely they were firing over the heads of the crowds and accidentally hit two of them?

I wonder if the rioters think ethanol is such a good idea.
