Tuttle starts out with Chinese couple paying $35,000 to have their second child in California.  The numbers are staggering.  Between 350,000 and 400,000 children are born to illegal aliens mothers annually in the US.  The misinterpretation of a clause in the 14th Amendment intended for freed slaves is being used to jump the queue of legal immigration with "anchor babies."
