NY Times:

Texas Executes Mexican Man for Murder


The state put Edgar Arias Tamayo to death on Wednesday, despite the stated concerns of Mexican officials, Latino advocates and Secretary of State John Kerry that the execution could harm international relations.
In Mexico the death penalty appears to be reserved for the thousands of victims of murder and not available to the state to deter criminal activity.  We don't get to tell Mexico how to deal with murderers and they don't get to tell Texas how to deal with cop killers.  Why they care about this thug is a real question.
