Company responsible for Snowden clearance challenged

NY Times:

Security Check Firm Is Said to Have Defrauded U.S.


The company that conducted a background investigation of Edward J. Snowden fraudulently signed off on hundreds of thousands of incomplete security checks in recent years, the Justice Department said.
This looks like a difficult case to defend.   At best it appears to be gross negligence.  The case will also call into question the practice of outsourcing security checks.
