Russia 'perplexed' by aid ships
...Why is Russia perplexed that aid is going to Georgia? Now that their claims of ethnic cleansing and war crimes have been shown to be bogus, why should they complain that innocent people in Georgia are receiving aid. In fact what right do the Russians have to complain if we were giving military aid to Georgia so that it can defend against further aggression?
The cutter Dallas bypassed its original destination, the Georgian port of Poti, which is controlled by Russian troops still in the country despite a cease-fire deal to end conflict between the two countries.
...The arrival of the Dallas came as Western leaders renewed criticism of Russian President Dmitry Medvedev's move Tuesday to recognize the independence of two Georgian breakaway provinces, Abkhazia and South Ossetia, over which Georgia and Russia have been fighting.
The move, which controvened a French-brokered cease-fire deal to end the conflict, was condemned as illegal by European leaders.
The 26 countires of NATO -- which Georgia is seeking to join -- agreed on a joint statement urging Moscow to reconsider its decision, AP reported.
Russia has, in turn, criticized the U.S. program to deliver $20 million of aid to Georgia. One general labeled the move "devilish," according to The Associated Press.
"The heightened activity of NATO ships in the Black Sea perplexes us," AP quoted Col. Gen. Anatoly Nogovitsyn as saying in Moscow.

The Russian problem is that much of their government has enclosed itself in an echo chamber of lies and false memories of events that were used to justify an attack on Georgia. They ignore their own failure as "peacekeepers" in South Ossetia where they only protected one side of the disputed region.
As Russia becomes more insular and isolated it is likely to become more paranoid. That is probably why their generals can be perplexed about aid shipments.
Reuters reports that the US is looking at a way to provide the military aid Georgia needs to rebuild its defense capacity.
