Why are Republicans still being outspent on ads?

Washington Post:
It’s not just Ohio and Florida where Republicans and the Romney campaign are being outspent on ads. The new campaign finance tracker tool from the Washington Post Graphics team shows that the Obama campaign and other Democratic groups have spent $266.1 million on advertising, while Republicans have spent $144.7 milion.
...
We are not going to win if our message is overwhelmed with Democrats' misleading message.  Romney was supposed to have a cash on hand advantage coming out of the convention, but he does not appear to do so based on the Post numbers.  This might also explain why He and other Republicans are shown to be slipping in the recent polls.  Waiting to spend on ads is a mistake when so many states have early voting. Those votes willbe cast based on Democrats overwhelming spending advantage to date.
