I blame the EPA and Obama

More Weather Extremes Leave Parts of U.S. Grid Buckling
 From highways to power plants, the concrete, steel and engineering that undergird the nation’s infrastructure are being dangerously taxed by heat, drought and storms.
Power plants have been shut down because of EPA rule changes that have made many coal plants impractical to operate.

Drought can cause structural issues for every things from roads to houses.  It is a problem you can either engineer around or find other ways to deal with it.  During last year's drought, I used soaker hoses around the perimeter of the house to keep the clay under soil moist enough to keep the foundation afloat.  Where people were not able to do this they did have some structural problems from foundation cracks to sheet rock damage.  But heat was not the driving force.  This year has been roughly as warm, but we have had much more rain and have not had the problem effecting the foundation.

The Texas grid has been stretched, but that is mainly because Obama and the EPA have been messing with Texas.
