The headline in the LA Times captures some of the response to the "reconcilliation plan."

That pretty well sums up the intial reaction to the plan. I think the Senators are being somewhat disengenious, particularly the anti war Senators who want to abandon Iraq, but at the same time tell them how they should make peace. If you took their position literally, every member of the former Iraqi army would have to be held. The Senators need to decide whether they want to bring the terrorist to justice or whether they want to bug out.
