China struggles to recover from 'one child' policy of the past

New incentives encouraging people to have children highlight the challenges China faces in trying to boost its declining birthrate.

The Chicom "one child" policy had the effect of cutting the population in half with each succeeding generation.  Turning that around is apparently more difficult than expected.
