Who is to blame for the child migrant deaths

NBC News:
President Donald Trump on Saturday tried to deny that his administration bears any blame for the deaths of children detainedtrying to cross the U.S.-Mexico border, even as his Homeland Security secretary was traveling in Arizona to meet with medical staff.

Trump tweeted Saturday that any deaths are "strictly the fault of the Democrats and their pathetic immigration policies that allow people to make the long trek thinking they can enter our country illegally."

It marked his first public comments following the Christmas Eve death of 8-year-old Felipe Gomez Alonzo, the second Guatemalan child to die in government custody in three weeks.

Trump is claiming the "children in question were very sick before they were given over to Border Patrol."

Who would be held responsible for similar deaths if the child had been born in the US and his parents dragged him on a perilous long distance journey through harsh terrain?   Would the parent be prosecuted for child abuse and not the facilities where he wound up dying? 

I think the Democrats attempts to politicize these deaths is just another excuse to attack the President and his blaming Democrats is an example of his counter-punch style.  Although Trump does have an argument that the Democrats have created an "attractive nuisance" by supporting open borders which encourages the irresponsible actions of the parents.  The legal argument for attractive nuisance arose out of cases where children were found drowned in someone swimming pool did not have a fence around it to keep them out.
