A country that routinely ignores international law says US is bound by it

The U.S. “is bound by international law, whether some senators like it or not,” Iran’s foreign minister said.
Iran is a state sponsor of terrorism that violates international law.  In fact its nuclear program is in violation of a treaty that it is a party to.  The agreement it is seeking in order to get out from under sanctions is one that Congress properly has a voice in approving and the US will not be bound by the agreement without Congressional approval no matter what he or the UN might say.   If Iran really believed in international law, it would not be holding a Washington Post reporter hostage on trumped up charges.
