UK to begin fracking operations for oil?

Report to show vast potential of shale oil in the South as ministers unveil planned law change to allow fracking under homes without owners' permission
It looks like the surface owners will not participate in the royalties from removing the oil.  This may make it easier to go forward, but will also probably lead to greater hostility from some because they have no skin in the game.  The government will need to find some way to compensate them for the hassle and it may need to set up a trust to benefit those effected.
