The Puerto Rico connection

NY Times:
In Puerto Rico, Cocaine Gains Access to U.S.

A crackdown along the United States-Mexico border has led drug smugglers to move merchandise through Puerto Rico.
These drugs are coming from transit points within Venezuela.  With an adequate force to space ratio the US should be able to stop the use of Puerto Rico  as a transit point for illegal drugs.  They have to come by either boats or planes or both and an inspection regime should be able to stop the traffic.   The question may be whether this administration has the management skills to run an effective interdiction campaign.
