In a speech to Congress, the president called for “switching away” from lower-skilled immigration, an idea that could reshape immigration but that has detractors.
It would mean more productive people would be let in and fewer people likely to wind up on benefits.  It makes much more sense than the current system, not to mention the open borders approach to illiterates.
