The Texas capital snapped back from the recession with the highest rate of job growth, jumping 9.6 percent from its low point, in 2009, according to a Brookings Institution study of the nation's top metro areas. Chicago was 75th with a 2.3 percent rebound. Though it's less than one-fifth the size of Chicago, Austin has increased jobs 29 percent since 2003, the highest rate of any big U.S. metro area, according to federal data tallied by the Greater Austin Chamber of Commerce. Austin has scored major expansions from Apple Inc., which is adding 3,600 jobs to the area; eBay Inc.'s PayPal unit, which will bring 1,000 jobs; and Visa Inc., which is building a new cybersecurity center that will employ 800 people.

Chicago and Illinois have had to offer tax breaks to keep some of their businesses, but that does nothing for the start ups and small businesses who don't have clout.  They are better off starting their endeavors in Austin.
