Will Spanish judges indict North Korean leaders?

I bring that up because CNN is reporting that the UN has said that North Korea's latest missile test is a clear violation of international law. Since the Spanish judges are so keen to prosecute what they think are violations of international law, maybe they will make a futile gesture of indicting the Norks.

It would be a pretty good demonstration of the impotence of the UN and the Spanish judges since the chances are beyond remote that the North Koreans would be responsive at all other than possible declaring war against Spain.

The Chinese are not pleased by the test according to the story, but it is still unlikely they will do anything of substance to make the North Koreans stop their nuclear program. Some analyst argue that this is because they fear a big influx of North Koreans if the regime collapses, but the leaders of China have the resources to cordon off their border with North Korea if they want to. I think the Chinese leaders rather enjoy the consternation in Japan, South Korea and the US.
