The looters in New Orleans have a problem. How are they going to get their loot out of town? With the help of the National Guard, police should be able to cordon off all exits from the city. As the city dries out the authorities should be able to go from house to house looking for flood victims and loot. People who attempt to drive stolen vehicles out will be arrested in their corpus delicti. If the stolen vehicle has new electronics or jewlery it will be taken to a stolen property location.
What the storm has done is lift the thin venere of respect for the rule of law from many thugs in New Orleans who may have only been restrained in the past by the fear of the locals that too much thuggery would drive off the tourist the town survives on.
