Why did US strategy depend on undependable Iraqi units?

NY Times:

Iraqis to Blame for ISIS Victory in Ramadi, Secretary Says

In some of the administration’s strongest remarks yet, Defense Secretary Ashton B. Carter said Iraqi troops “failed to fight,” blaming them for a retreat that led to the fall of Ramadi to the Islamic State.
This just points out another aspect of Obama's failed strategy in dealing with ISIL.  He is trying to do it on the cheap with unreliable forces.   The main reason the Iraqis are in this position to begin with is their troops have not been willing to stand and fight ISIL despite numerical superiority and better weapons.
