U.S. officials, stunned by the Islamic State’s gains, are making a risky bet on Shiite militias in Iraq.
This is unlikely to end well.  The Shia militia will alienate the Sunnis who survive ISIL in Anbar province.  The minimalist policy of the use of force looks like a failure.
