US cyber defenses lack a deterrent effect

Adm. Michael S. Rogers says adversaries are not deterred from attacks, and it is time to consider deploying the military’s offensive tools.
I have been making this argument for some time.  The US needs to not only detect attacks but have the ability to find the attacker and fry his computer.   They could do that with malware that is triggered by a probe.  I am sure they have other measures in their arsenal they could use against the cyber thieves.
