If Democrats wanted to raise taxes on the "rich" they could have done it at any time in the last two years. They must have feared doing so before the election despite their belief that middle class tax payers would support them. I suspect they know they can't get them approved in the Senate now so they are just trying to find a way to blame Republicans for a tax increase for everyone.
