What constitutes victory in Iraq?

It is the change in attitude of the Iraqis that makes this different from other lulls in action. In the previous ones they were still bystanders, but now they have taken ownership of the war against al Qaeda. There are many reasons for this change in attitude, but the most importance is Gen. Petraeus' strategy of protecting the people rather than chasing the enemy that has convinced them to deliver the enemy to our forces. It is the very strategy that the Democrats have opposed and still oppose that has caused this victory. We need to make sure the voters know just how wrong the Democrats have been on this war.
