Carter and Novak wrong on Palestinian issue

Robert Novak says today:

Carter repeatedly and unequivocally states what Palestinian and Israeli peace advocates view as undeniable: to achieve Israeli-Palestinian peace, with all its benefits for the world, Israel must end its illegal and oppressive occupation of the West Bank. That is a prerequisite that neither President Bush nor congressional leaders of both parties can approach for fear of being labeled anti-Israeli or even anti-Semitic (as Carter has been).

Why would anyone who has watched the Palestinians believe that is undeniable. Just look at what happened in Gaza when the Israelis completely ended the "occupation." It became a much worse place for the Palestinians and the launching pad for rocket attacks on Israeli non combatants. It is ridiculous to think that Israel's end to occupation will lead to peace with the Palestinians.

The main impediment to peace between the two parties is that the Palestinians have nothing of value to offer the Israelis. The Palestinians lack both the will and the capacity to stop the attacks on Israel. Too many Palestinians believe that Israel's occupation is Israel is unacceptable. They will continue to attack Israel, as they have done from Gaza regardless of any agreement with any Palestinian authority. Unless there is an authority with the will and means to impose restrictions on attacks on Israel, it would be suicidal for Israel not to occupy the part of the country the Palestinians reside in.

The real problem is the Palestinian culture which has little to do with "occupation." They are a people with little drive toward enterprise other than the production of human ordinance. The religious bigots hold sway and the preachers of hate occupy the dialog. As Gaza has shown, non occupation is not a solution.
