Texas Tries to Balance Local Control With the Threat of a Pandemic

Texas is the largest state that has not issued a statewide stay-at-home order. With many regions untouched by the coronavirus, Lt. Gov. Dan Patrick wants the economy moving again.
With some two hundred counties with no known cases of coronavirus, it is likely that local control will allow certain areas to recover faster from the shutdown. Even in the large cities, there is not as much high-density housing as there is in New York and California and there is also less mass transit in the Texas cities that seems to push people into spreading the disease.

Social distances in housing and in transportation seems to help control the spread of the virus.

Increased testing should also allow more people to return to work.
