Immigration empathy will only lead to more illegal entries

Washington Examiner:
Immigration 'surge' continues, 30,000 expected, U.N. demands 'empathy' over 'enforcement'
The US is being asked to pay a high cost for the incompetence of Latin American governments.   It would probably be cheaper and more effective for the US to just annex these places and impose the rule of law while allowing US investments and US immigration into these countries.
