The coming budget showdown

The Hill has a story about the confrontation on spending priorities and whether a government shutdown can be avoided.

I think the best strategy for Republicans is to break down the spending bills into individual items wherever possible.  Instead of trying to get Obama to accept a big package with lost of cuts, they should pass individual items, such as a bill funding parts of the EPA, but not those parts regulating greenhouse gasses.  They should do the same on spending for healthcare.  That way is Obama vetoes the bill it will just cut spending to an agency that needed to be cut anyway.  It will not give him the excuse of a government shutdown.
