3 probe Port of Miami security?

The Miami Herald now reports that the three have been released and that no charges were filed. The cargo matched the manifest, wiring for automobiles, and apparently there was a communication problem. Nothing in the story really demonstrates evidence that it was not a probe of the port security.
Federal and county authorities have arrested as many as three Middle Eastern men at the Port of Miami-Dade after they tried to enter the facility Sunday morning without proper paperwork, officials said.There is a scene in the movie Zulu where to Zulu commander has a group of men line up with in range of the British guns at Roark's Drift. They continue to stand there as the British troops start killing them. One British officer asks an older guy in their camp what was going on. The man responded, "He is counting your guns." If these guys were up to something and there was nothing in the truck, other than the other two men, it is logical to ask if it was just a probe to discover the defenses of the port facility. An FBI spokeswoman in Miami said an Iraqi semi-truck driver trying to get into the port was been arrested after the cargo in his truck did not match what was declared on the truck's manifest.
A second Iraqi national and third Lebanese national were found hiding inside the truck, the official said.
''Right now, we're trying to figure out what these men were trying to do,'' said Judy Orihuela, the FBI spokeswoman. A press conference will be held later today.
She said the incident began when the Iraqi driver tried to make a delivery at the port and was told he needed a day pass.
During the questioning, inconsistencies surfaced as to the cargo. The two men hiding were found during a search of the truck, she said.
