Trump's opening offer to allies who rely on US troops

The president’s “cost plus 50” formula — the cost of stationing troops, plus 50 percent — is only one option for burden-sharing. But it has struck fear in the hearts of U.S. allies who view it as extortionate.
The question should be what is their counteroffer.  It looks like getting them to pay the total cost of stationing the troops would look like a win-win deal for both sides.
