Republican suit challenges Obama's authority to spend money on healthcare
NY Times:
One of the original common law causes of action for a suit is called quo warranto. It means " by what authority do you take this action." In this case, it is saying that Congress did not appropriate the money Obama is spending to push his despised healthcare law.
