Are there 5 missing Mumbaii terrorist?

Times:

At least five terrorist gunmen have evaded capture in Mumbai and could make a secondary strike on India's financial capital, it was feared this morning.

Indian security forces are officially claiming that just ten militants – nine of whom were killed and one caught alive – were behind a co-ordinated terror attack that claimed nearly 200 lives.

However, the hijacked Indian fishing boat used by the gunmen to approach Mumbai, the crew of which were also slaughtered, had equipment for 15 men on board when it was discovered adrift off the city shore – suggesting that several gunmen could still be at large.

"Fifteen jackets were found, 15 toothbrushes even," one police source said. "That more men were involved is possible."

One theory being pursued by local investigators is that the missing men were involved in preparing for the attacks, by organising logistical support and carrying out reconnaissance work. Security experts say that it is conceivable that a force of just ten armed men could carry out an operation of the scale of the Mumbai strike, but only if they received extensive training and support from elsewhere.

The news came as Shakeel Ahmad, India's Deputy Home Minister, said that all the gunmen found so far were from Pakistan, an allegation that threatened to place further stress on the troubled relationship between the two nuclear powers.

The Indian government has raised the country's security to a "war level", claiming proof of a Pakistani link to the Mumbai strikes.

Mumbai residents suspect that perhaps two dozen gunmen had stormed the city – an impression supported by early police and media reports on Wednesday night when a wave of attacks at at least eight locations rocked Mumbai. Angry at the Government's response to the crisis, they are reluctant to accept the assurances that all the terrorists are all accounted for.

While the terrorist may have planned on 15 attackers, it is also possible that five were no shows. They just do not know at this point. It is something that will obviously be covered in the interrogation of the one captured terrorist. He has been pretty forthcoming about his training in Pakistan and other aspects of the deal and has indicated already that there were only 10 terrorist.

It appears that the 10 were organized in teams of two that made it possible for one to cover the other while firing. This gave them some tactical advantages in killing basically unarmed non combatants. They also were pretty fast moving making it hard for police to pin them down in specific locations until their focus turned to the hotels.

Mumbai police were apparently reluctant to fire their weapons at the terrorist, because they had been criticized for killing a suspect in recent weeks.
