A bottom up partitioning of Iraq?
Jackson Diehl puts the grass roots reconciliation movement in Iraq in the frame of a federalizing of Iraq into three distinct parts. While it is possible, he omits evidence that the Sunnis who are rallying to our side are also joining the Iraqi army and police in large numbers. If nothing else their paychecks will tie them to a central government in Iraq.

Even if this movement does evolve toward a solution similar to the one Biden has been pushing, it is much more likely to be successful as a bottom up movement than it ever would have been as a top down down one proposed by Biden.
