The Biden administration's approach to mandates appears counter-productive at this point. I have recently had the third dose of the vaccine with no ill effects. While I have seen stories of people having bad or allegedly fatal reactions to the vaccine, none of my close friends or relatives have had a problem.
The Biden approach of "because I said so" is clearly not persuasive to those hesitant to get it.
Putting people out of work appears as harmful as the virus in many cases, especially for the otherwise young and healthy. The top priority for vaccinations should remain the most vulnerable, i.e. the elderly and those with existing medical conditions that threaten their immune systems.
As for the hesitant, the administration needs to come up with better incentives than losing a job.
