Sanctions on Venezuelan oil mean refiners can't pay Maduro government

Washington Post:
Trump administration announces sanctions targeting Venezuela’s oil industry

U.S.-based Citgo and oil refiner Valero will be able to continue importing crude as long as payments do not go to the government of Nicolás Maduro.
That would be bad news for Russia and China which have liens on Venezuelan assets as a result of loans to the socialist government.  That is also why Russia continues to back the failed regime.
