Why hasn't the US designated Muslim Brotherhood terrorists?

While some have claimed that al Qaeda's roots are Whabbism, in fact, their roots go back to the Muslim Brotherhood in Egypt and one of the co-founders of al Qaeda is also Egyptian. The Egyptian government has also outlawed them so why hasn't the US?
