Russia’s energy minister and its energy giant, Gazprom, helped shape a Bulgarian bill for a pipeline that President Vladimir V. Putin sought to keep Europe dependent on Russian gas.
This is a strategic defeat of sorts for Putin, but the West can do much more to thwart his attempts to control Europe's flow of energy.  The Obama administration should approve all of the more than 20 LNG export projects in the US.  Europe should also look to Israel to take advantage of its newly discovered gas fields.
