The futility of looking for a deal with the Palestinians

Why are we repeatedly surprised every time Mahmoud Abbas fails to sign a peace agreement with Israel?

The Palestinian game is to keep just enough of a carrot out there to keeping getting funding from the US and Arab countries without ever having to do a deal.  If they ever did one they are afraid of losing their beggar status.
