SWAT teams and military ready to fight Mexican criminal insurgents
Homeland Security Secretary Michael Chertoff said Wednesday that federal SWAT teams and military units are prepared to respond to Mexican drug gangs in the event they cross the Rio Grande and confront U.S. law officers.Under Chertoff ICE agents are sometimes called on in emergency situations to reinforce other agents confronting a crisis. I think this is wise contingency planning. The Mexican criminal insurgents have been very aggressive in that past two years. Letting them know they will meet with overwhelming force if they cross the border should be an added deterrent. The forces, another department official said, also stand ready to manage any surge to the border by Mexicans panicked by the cartels’ violence.
Chertoff described his department’s contingency planning in broad terms in an interview with the Houston Chronicle. The other department official provided details on condition of anonymity.
Chertoff ordered development of the contingency plans last summer in response to escalating drug syndicate violence in Mexico.

Neither Chertoff nor the lower-ranking official would discuss the number of U.S. forces — ranging from Border Patrol SWAT teams to National Guard and Army troops — that would be mobilized.
The officials said contingency plans have been tailored to deal with a range of emergencies that might overwhelm local authorities, from coordinated drug gang raids to the arrival of large numbers of refugees, similar to the thousands who fled to South Texas from Central American civil wars in 1989 or the 125,000 Cubans who fled to Florida in the 1980 Mariel boatlift.
Agencies within the Department of Homeland Security handle immigration and refugee issues.

We also need to help train Mexican forces in counterinsurgency warfare.
