The Ninth Circuit reversed the three judge panel that had attempted to thwart democracy in California.
During the oral argument, the chief judge asked a key question of the ACLU, which had asserted that the punch card ballot discriminated against the poor, the blacks and latinos. His question, "How does the machine know who is voting?" If it doesn't know, how can it discriminate?
