Republican states are trying to use federal covid aid to cut taxes

The pandemic isn't over and the economy is on rocky ground, but GOP-led states are pushing to use federal coronavirus funds to slash taxes.
Tax cuts have been one of the most effective ways to grow economies.  The Democrats should try it.
